2. PASO STUDENT FILM FESTIVAL


OBJECTIVE:

The films that university students in Turkey produce can unfortunately not have enough opportunity to be screened and thus, they cannot reach the cinema audience. In fact, many of these films, each of which is the end product of intensive creativity and effort, have the potential of contributing the development of the art of cinema. Paso Student Film Festival aims to recharge this potential by introducing student films to students of various universities and cinema audience, in a platform independent from the limitations of a contest, and by mediating discussions on student films. Providing insight about international student productions is another objective of the festival.


PROGRAM:

A) Screenings: The films will be evaluated in terms of quantity and quality, and the program will be determined accordingly.
B) Panels and Discussions: The discussions aim to encourage the change of ideas about the problems encountered by the students during the processes of production and post-production of films, and about various approaches to film-making. In addition, various panels are going to be organised.


DATE-PLACE
The festival will take place between 18-21 October 2001, in the German Cultural Center
in Ankara.


GENERAL RULES
1) The applicant should ensure that his/her film, the application form and the publicity material is submitted to the festival organization committee by no later than 24. September 2001.

Publicity Material:
*Synopsis of the film,
*Original dialog list,
*A brief biography and filmography of the director,
*Stills from the film,
*A recent photograph of the director,
*If possible, posters, brochures, news and criticisms about the film.
2) The applicant agrees that the submitted film will be kept in the Bilkent University archive or it will be returned at the applicant’s cost after an archival copy is produced.
3) The applicant is the legal responsible for the film.
4) The applicants are assumed to have agreed to the festival regulations. Issues, which are not included in the regulations, will be dealt with by the festival organisation committee.

APPLICATION CRITERIA:
1) The applicant has to have been an undergraduate, masters or doctorate student at the date of completion of the film.
2) Only the films, which have been completed in or after 1999, can be submitted
to the festival.
3) The film may have been originated in any format, but the copy submitted
to the festival has to be in either VHS (Pal/Secam), Betacam (Pal/Secam), or Dv
(Pal/Secam) format.
4) Films of all types and genres can be submitted to the festival.
5) Having being submitted to and/or being awarded in other national/international
contests or festivals does not hinder a film to be submitted to the Paso Student
Film Festival.
6) The films should be either in Turkish/English or have Turkish/English subtitles. Foreign films should be submitted with an English dialogue list or English subtitles.
7) The films should be maximum 30 minutes in length. Exceptional cases will be
dealt with by the committee.
8) Each applicant can attend to the festival with maximum three films.

*The films submitted to the festival will first be viewed by a pre-selection committee whose members will be invited from within university students.
*The tapes submitted to the festival should be labelled clearly with the name, the length of time of the film and the name of the applicant. To minimise the risk of damage during transportation, the tapes should be sent in a hard case and wrapped.
